If you are arriving in Manila, then the most practical way is to go to Pasay Terminal of Victory liner. Currently, the online booking option of victory liner is not available. They also have the genesis bus (website link on the phbus posted above) just click that and you will be redirected to a website with bus schedules and then there is an option to get a seat in genesis.

Travel wise, though, Victory liner is tried and tested. since january is more or less the peak month in baguio, expect many passengers and be at the terminal with plenty of time to spare. If you are going solo, being a chance passenger is the fastest way you can ride the bus. otherwise, you will have to wait for a seat to get your travel itenerary going. stay safe https://www.tripadvisor.com.ph/ShowTopic-g298445-i8545-k9144714-How_do_I_get_from_Manila_to_Baguio_by_public_transportation-Baguio_Benguet_Province_Cordill.html
